Delta 323/THEMIS: Launch scrubbed

Unfavorable upper level winds forced launch of the ULA Delta 2 rocket carrying the THEMIS spacecraft to be scrubbed Feb. 16. The final weather balloon data indicated the conditions aloft weren't safe for the rocket's flight.
